Canadian Dental Care Plan (CDCP)

The Canadian Dental Care Plan (CDCP) is a federal program that helps cover dental care for Canadians without private insurance and with a family net income below $90,000.

Eligibility Criteria

To be eligible for the Canadian Dental Care Plan (CDCP), you must meet all of the following requirements:

  • Be a resident of Canada for tax purposes.
  • Have submitted your income tax return for the previous year.
  • Have an adjusted family net income below $90,000.
  • Not have access to any dental insurance, including coverage through:
    • Your own or a family member’s workplace benefits (including health or wellness accounts)
    • A pension plan
    • Membership in a professional or student organization
    • A privately purchased dental insurance plan

Important Exceptions and Notes:

  • If dental insurance coverage is available through your employer, pension, professional, or student organization, you are not eligible for CDCP—even if you decline coverage or must pay a premium.
  • If your current dental insurance was privately purchased (not through employment, pensions, or professional/student organizations), you’re still not eligible for CDCP during the period you’re covered by that insurance.
  • You are not eligible if your spouse or common-law partner doesn’t file their taxes in Canada.
  • Exception: You may qualify if you previously had pension-based coverage that you opted out of and cannot opt back into as per pension rules.

Your adjusted family net income is calculated as follows:

  • Your net income (line 23600) + your spouse’s/common-law partner’s net income (line 23600)
  • Adjustments may apply based on UFile or CRA instructions.

CDCP Coverage & Fees​

The CDCP covers dental services based on an established CDCP fee guide, which may differ from standard provincial dental fees.

Coverage Levels:

*Additional fees – The CDCP fees may not be the same as what providers charge and only pays for services covered within the plan at the established CDCP rates. These rates are not the same as provincial and territorial fee guides that dentists usually utilize as reference to establish their usual and customary fee.

Additional fees will be charged in addition to the co-payment if:

  1. The cost of the oral health care services is more than what the CDCP will reimburse based on the established CDCP fees.
  2. The patient agrees to receive care that the plan does not cover.
